Abstract

This article was prompted by a research study (Beyer, Evans, Todd, and Blunden, 1986) which suggested that educational provision for children with mental handicaps was problematic in planning for change under the All-Wales Strategy. It attempts to examine and explain the issues that have been raised. It is argued that until some attention is given to discussing future educational provision for people with mental handicaps, the ultimate success of the strategy may be severely restricted.
