Abstract
This article summarises the findings of a major review undertaken for Crisis - a United Kingdom (UK) homelessness charity - exploring the international evidence base on what works to end rough sleeping. Nine interventions are discussed, including: hostels and shelters; Housing First, Common Ground, Social Impact Bonds, Residential Communities, No Second Night Out, Reconnection, Personalised Budgets, and street outreach. The review draws together what is a piecemeal and scattered evidence base in order to provide a key resource for policy makers, practitioners and academics. This article provides a brief overview of the research methods and assessment of the strength of the evidence base that informs the review, before summarising what works, what does not work, and where the evidence gaps are.
