Abstract
The basic paradigm of China’s urbanization of the past thirty years is based upon space expansion which is driven by a " development regime" mastered by city governments. The paper critically reviews the space-making process related with the urbandesign practices of Zhongxian,a less developed city in west China. The paper argues that urban design,as an institutionalized economic tool in the development regime,has been used to construct " rationality" and " legitimacy" for governments’ development activities. Under New Normal,however,the basic paradigm of China’s urbanization is likely to collapse and urban design’ s potential crises include demand shrink,transformation dilemma and accumulated side effects of fast urbanization. Accordingly the future challenges for urban design are how to evolve from economic growth to multiple-goal development,from physical design to mechanism design,and from space making to space integration.
