Abstract
In 1999, the control of bovine Tuberculosis (TB) policy under the Animal Health Act 1981 and the Tuberculosis (England and Wales) Order 1984, was transferred to the National Assembly of Wales (Transfer of Functions Order 1999). This provided the Assembly Members with the opportunity to develop their own pattern of TB governance, as well as their own set of Wales specific policy initiatives. In 2003 a National Assembly for Wales’ Environment, Planning and Countryside (EPC) Committee inquiry was held into TB. The overall conclusion of the inquiry was for a “pragmatic, holistic approach to tackling bovine TB”. A primary recommendation for taking this forward was through the establishment of a biosecurity Intensive Treatment Area (ITA) Trial within a TB hotspot in Wales.
