Abstract

This report raises the concern that demand for skills in Wales is low and on the decline in comparison with Britain as a whole. In response to this situation, the report was commissioned by Education and Learning Wales (ELWa) to raise awareness of different approaches around the world for addressing workforce development, and to develop recommendations for action in Wales. It employs the Performance and Innovation Unit (PIU) definition of workforce development in that it 'consists of activities which increase the capacity of individuals to participate effectively in the workplace, thereby improving their productivity and employability'. The research aims to: develop recommendations for improving workforce development in Wales, taking into account the UK government's recommendations for England; identify a range of key areas of good practice interventions from outside Wales to help ELWa staff and external policy makers and practitioners to develop an informed, strategic approach to workforce development; and identify other areas where further research may be required. The report examines best practice in national strategies for workforce development, identifying and addressing skill needs, and improving the value and flexibility of education and training provision.
