Abstract

This presentation is intended to illustrate that armed conflicts must be perceived and understood as one of the factors shaping and influencing the model of disability. In essence, the occurrence and presence of an armed conflict will lead to special problems that are peculiar to persons with disabilities by which States and different non-State actors are responding to issues of disability visa vie aspects of rehabilitation. The humanitarian need rather than a duty. That results from the presence and absence of armed of armed conflicts that also act causes of disabilities, hence increasing number of persons with disabilities. Usually with peculiar similarities in the nature and types of disabilities and thus increasing the rehabilitation cost in relation to specific mobility needs in the affected States. Special attention is centred on the rehabilitation of in the post armed conflict period even though occasionally comparison is made for purposes of demonstrating how the same duty tend to have varied dimensions between peaceful and armed conflict affected CRPD States. Consequently this presentation shall show that having such a chain of events is a challenge to the social right based models of disability by changing the way in which some of the CRPD State Parties especially those in the post armed conflict period are characterising and understanding the rehabilitation of persons with disabilities. The observations from this chapter should impact global debates on how armed conflict contributes to the complexity of assuming a universal approach for rehabilitating persons with disabilities. Particularly the observations shall be familiar with conditions of the States which are addressing the disability rehabilitation demands would in most cases emerge as consequential outcomes of the armed conflict-disability causal relationship. That relationship tends to subsists, with significant peculiarity in the post-armed conflict period of an affected State.
