Abstract

The individual failure of nation states to combat crime (in particular transnational crime) has led to the adoption of international, regional and bilateral legal frameworks for police and judicial cooperation in criminal matters between states. It is widely recognized that transnational criminal activities weaken the ability of states to maintain security within their own boundaries. Yet whilst there are fairly well-established legal frameworks for interstate criminal-law cooperation, there are ongoing debates over how to improve the governance of criminal justice and security institutions, in particular to improve transparency in decision-making, accountability in relation to the implementation of policies adopted, and public participation in criminal proceedings. This chapter provides a general introduction to global and European Union governance of criminal justice frameworks, before explaining the aims and objectives of the book and providing a brief summary of each of the chapters in this volume.
