Abstract
The present set of papers originated mainly, but not entirely, from the Oceans at the Millennium conference organised by the Commission on Marine Geography of the International Geographical Union in conjunction with the National Maritime Museum, held at the Museum in Greenwich in April 2000. The historical and geographical significance of the venue need no introduction. However, the occasion provided an opportunity to consider not only the global picture of ocean development and management in many of its aspects including temporal significance, but also the key regional and national dimensions of ocean development and governance and key themes in capacity building which centre round the role of education and training. While the coverage of the papers which follow is naturally wide ranging, in this brief introduction it is worth highlighting four overarching sets of ideas.
