Abstract
Conceptualizations of justice have underpinned a significant body of planning thought and wider questions concerning the orientation of public policy. Stretching back to at least the 1960s, such debates have frequently focused on abstract conceptualizations of justice and universalized solutions, too often overlooking the messy specificities and situated nature of justice as lived experience. This chapter contends that if justice is not hyper-local, then what is it? We argue that the intersection of social justice with scale is under theorized and that consequently we should redirect our analytical focus to actually existing practices of justice at hyper-local scales and build from practical discoveries of injustice as they relate dialectically with the local and global. In order to ground this theoretical discussion, the chapter reviews both the way that neighborhood scale planning has been taken up and framed as well as the way in which hyper-local plans in the UK engage with questions of justice. The conclusions drawn are that objectively assessed areas of deprivation can all too easily become doubly excluded in planning terms, where community reconciliation of issues and tools are lacking and where the available tools act to screen-out questions of justice.
