Abstract
As social landlords retrofit their housing stock to meet their fuel poverty and decarbonisation targets, they face choices about which retrofit solutions and homes to prioritise. This paper presents a three-stage investigation into the retrofit planning needs of social landlords in Wales, combining a literature review, questionnaire and interviews. Most interviewees adopted fabric-first approaches and faced barriers including limited skills, supply chain capacity, technical complexity and finance. The need for accurate, user-friendly tools capable of translating high-level strategies into deliverable programmes was emphasised. Social landlords use diverse datasets to understand their housing stock, affecting the data available to support decision making. The findings suggest that a well-designed tool could help social landlords understand the impacts of different energy retrofit pathways while navigating the barriers faced.
