Abstract

Road user charging is the charging of a price to road users for using public roads. Fuel tax revenues are declining due to increases in fuel efficiency and the electrification of road transport. A new system is urgently needed to replace them and internalise, at least in part, road transport externalities. This new system could be a revenue-neutral distance-based charge, with a minimum number of free miles per year. This would provide a respite in the sharp decline in government revenue from fuel taxes and provide incentives to reduce driving regardless of whether the vehicle was internal combustion or electric.
