Abstract

European cities face converging pressures: accelerated ageing, shrinking labour forces, politicised migration, and the rise of exclusionary far-right nationalism. By 2050, 30% of the EU population will be aged 65 or older. As of January 2025, the EU’s 450.4 million residents were sustained by +2.3 million in net migration (Eurostat, 2020; 2025), which offset natural population decline, making diversity integral to European identity. Migration supports Europe’s productivity and social welfare models but intensifies questions of everyday coexistence. Despite extensive scholarly work on inclusion and social sustainability, European urban practices remain anchored in rigid regulatory frameworks, struggling to accommodate flexible, everyday spatial negotiations—habits, shared maintenance, and cultural practices beyond formal planning. This gap becomes sharper when viewed across latitudes: Europe (Global North) rarely learns from the relational spatial intelligence still embedded in many historic cities of the Global South. What is largely missing is a sustained dialogical exchange that moves beyond colonial epistemologies towards epistemic reciprocity capable ofbenefiting both regions.
