Abstract

The business clustering of Small and Medium-sized Enterprises (SME clusters) may be an effective way for these business entities to develop synergy effects of cooperative relationships to promote and enhance the sustainability of local economies and societies. To achieve this, SME clusters should operate with a commons approach that can ensure a high degree of interdependence of resources and capabilities to produce a surplus for stakeholders and society as a whole. To that end, the paper explores a new governance landscape for the operation of SME clusters as commons, which should include businesses, individuals and other stakeholder groups affected by the cluster activity. Importantly, this paper examines legal implications related to the experimentation and exploration of various initiatives around the world to generate the law for the commons. Based on specific design principles set by the economic theory of the commons in natural resources, this article proposes an innovative institutional framework for the effective operation of SME clusters as commons, which would contribute significantly to wider socio-economic prosperity.
