Abstract
The construction industry’s push for digital transformation has profound implications for asset management and regulatory compliance. This study presents a systematic grey literature review of 43 high-quality sources (2014–2025) to identify key technologies enabling this transformation and examines their adoption across four regions: the Gulf Cooperation Council (e.g., Kuwait), the United Kingdom, the United States, and Singapore. Five technology clusters emerged as pivotal: Building Information Modelling (BIM), Digital Twins (DT), Internet of Things (IoT) sensor networks, Blockchain (BC), and Artificial Intelligence/Machine Learning (AI/ML). The analysis reveals that government mandates and integrated strategies (notably in the UK and Singapore) lead to high maturity in adopting these technologies, whereas more fragmented or voluntary approaches (as seen in the US and parts of the GCC) result in moderate progress. The findings underscore that the successful implementation of digital tools for asset management and compliance hinges not just on technology, but also on supportive governance, standards, and organisational readiness.
