Abstract

As zero‑carbon industrial parks continue to develop, increasing renewable energy penetration and growing supply-demand mismatches place higher demands on the coordinated and refined planning of flexible resources within industrial parks. At the same time, simplified renewable modeling and strong coupling among source, grid, and storage can bias annual zero‑carbon assessment, reduce the accuracy of capacity allocation, and increase planning complexity. To address these issues, this paper proposes a spatiotemporally decoupled coordinated planning method for zero‑carbon industrial parks. First, a planning-oriented PV physical model chain is developed to improve the representation of year-round photovoltaic output and to provide more reliable source-side inputs for planning. Second, electric‑hydrogen hybrid energy storage is introduced to deliver both short-term power balancing and long-duration energy shifting. Combined with a multi-port soft open point, it provides coordinated short-term, long-term, and spatial flexibility for zero‑carbon industrial parks. Then, the original planning problem is decomposed into two linked stages. In the temporal domain, photovoltaic generation and electric‑hydrogen hybrid energy storage capacities are determined in a coordinated manner. In the spatial domain, flexible interconnection capacity is optimized to jointly satisfy annual energy balance, zero‑carbon requirements, and network security constraints. Finally, case studies on a 10 kV industrial park distribution system in China demonstrate that the proposed method improves the assessment of annual zero‑carbon constraints, mitigates capacity bias caused by simplified photovoltaic modeling, and enhances both economic performance and spatiotemporal coordination capability.
