Abstract
Highlights Without a coherent approach to defining ‘transparency’, the EU's new push for simplified reporting risks undermining key goals for sustainability, health, and food safety. We recommend that policymakers develop purposeful, context-specific definitions of transparency, clarifying what the term means for different goals (e.g., consumer vs retailer; communication vs regulation) to ensure policy actions are effective. Our research finds that while digitisation is a powerful enabler of transparency, it is not a panacea; a wide range of actors, from EC regulators to industry bodies, stress that technology is only a tool whose success depends on its ability to build trust and accountability. Adopting the recommended approaches will move the debate beyond simple information disclosure towards fostering genuine trust and accountability, enabling informed decisions that benefit the entire food system and wider society
