Abstract

The essay traces the evolution of planning practices in Milan back to the late '60s and connects planning theoretical, political and technical bottlenecks experienced while implementing plans and policies to recent developments in planning practices at local level. Milan's development plan, developed forty years ago, failed to acknowledge the decline of industrial activity within the urban boundaries and forced planning procedures into a very time-consuming and overcomplicated framework. This fact produced as a result an opposing attitude towards planning, seen as an activity hindering development rather than contributing to create the conditions for it. The essay introduces and explains the nature as well as the contents of each of a series of 'exceptional' tools created there since in order to open up areas for regeneration, rather than changing the way planning is administered. Specific attention is given to the latest of these tools, inaugurated in 2001. This introduces controversial changes to the way planning is acknowledged in Italy and juxtaposes at local level an innovative 'planning system' which looks to the British tradition to the one traditionally in place. The essay estimates pros and cons of both approaches as embedded in the Milan local context and argues on how there is a double connection to be seen between place, culture and local planning milieus and innovation in planning theory and practice.
