Abstract

There has recently been a proliferation of award schemes in public organizations, serving the twin goals of the celebration of excellence and the diffusion of good practice. However, there is a dearth of research on their effectiveness. This paper sets out a number of criteria to assess effectiveness of the recognition of excellence: number of applicants; trend in applications over time; applicants from the full range of eligibility; perceptions of a fair application process; benefits for both winners and applicants; and rejected applicants not discouraged. This framework is then used to examine the key English award program, the Beacon Council Scheme, analyzing applications and non-applications from all English local authorities (n= 386) over a five year period and assessing trends and patterns which shed light on the effectiveness of this public service award scheme. The paper also examines the barriers and benefits of the application process using qualitative interviews (n = 51). The paper concludes with reflections on the theoretical understanding of award effectiveness and its contribution to public service improvement.
