Abstract
This chapter evaluates the impact of COVID-19 on the governance of public services. First, we review ways in which the pandemic affected levels of transparency, in addition to processes and mechanisms of accountability and we observe that while some aspects of decision-making have become more transparent, others have been compromised with implications for accountability. Second, we assess how the practice of governance has been altered by COVID-19, identifying that the move to online working has provided some additional opportunities for inclusion and participation in governance bodies with potential for improving the process of governance. Finally, we reflect on whether governance changes observed during the pandemic will be sustained into the future.
