Abstract

In cellular wireless networks, the effectiveness of spectrum allocation depends on the cell plan i.e. the number, location, and configuration of the base stations. In particular, poor cell plans can make frequency assignment more difficult than it needs to be. We show how to generate spectrally efficient cellular networks (i.e. ones that use the available spectrum efficiently) by incorporating some kind of interference measure at the cell planning stage.
