Abstract
In common with public policy generally, public policy in ocean management is undergoing a period of fundamental re-orientation and re-appraisal not seen since the 1930s. At the heart of this is the current fundamental restructuring of the global economic system and the associated changes in the role of the state, both nationally and internationally. A conference on 'Public Policy and Ocean Management' was accordingly put on the agenda of the International Geographical Union's Commission on Marine Geography in May 1994. Ably organised by Professor Douglas Day and Dr Bob McCalla at St Mary's University in Halifax, Nova Scotia, the conference examined the full range of issues involved, principally by means of detailed case studies drawn largely from Canada and Western Europe. A selection of the Canadian papers have been published as a special issue of Marine Policy (Volume 19, Number 4, Public policy and ocean management in Canada) and a further selection dealing with European affairs forms the theme of this issue of Ocean & Coastal Management.
