Abstract

A new UN convention will give the state new duties to provide disabled people with rights. The right to independent living (under article 19) is of particular interest and will require local authorities and NHS bodies to re-examine a number of their policies. The author discusses whether, at a time of tighter budgets, these policies can be implemented.
