Abstract

Space traffic management has been advanced as a potential way to cope with the pressure on the space environment resulting from new actors and architectures. This chapter takes up this concept through the lens of norm life cycle for the formation of international norms. It suggests that currently we have a space traffic coordination system that is structured within the norm of information sharing. In order for a space traffic management system to emerge, it will be critical for states, commercial actors, and epistemic communities to continue the discursive practices that advance norms. This chapter suggests that this is a multivariate process that happens at different levels of international governance by a variety of actors in a number of different forums.
