Abstract
Switzerland embodies federalism better than any other country. But despite the relevance of the Swiss case for understanding the phenomenon of federalism as such, the Swiss system remains as much admired as it is misunderstood. This essay therefore aims to systematically analyze its origins and institutional structures. It also examines the mechanisms and dynamics that arise from it and the problems and challenges it faces. The contributions gathered in this volume place Swiss federalism in an international and comparative perspective and isolate its specific characteristics. They deal with the evolution of horizontal and vertical relationships between the different institutional levels – Confederation, Cantons, Municipalities – and relate federalism to other socio-political dimensions of the country, such as cultural and linguistic diversity, the instruments of direct democracy, the economic structure and financial equalization, the relations between urban and peripheral areas, and international openness in the field of education.
