Abstract

Background and Aim: Social responsibility is an emergent concern within public procurement, one that has wide-ranging implications for stakeholders at the micro (supply chain) and meso (society) levels. This chapter classifies the different types of socially responsible public procurement (SRPP), leading to a proposed new typology and definition. Research Design and Methods: The chapter undertakes a narrative review to investigate SRPP. This involves searching for academic and “grey” literature using a combination of systematic and snowballing strategies, and subsequently synthesising the output to create a typology of SRPP. Findings: Three main SRPP types are identified. The first is to do with employment (creating job opportunities, upholding labour standards, tackling human rights abuses). The second is to do with entrepreneurship (supporting third-sector enterprises, operating preference programmes, treating suppliers fairly, buying local). The third is to do with service quality (making public services accessible, delivering quality public services). Research Limitations: The typology is unlikely to be exhaustive of all SRPP types. It also requires empirical validation from experienced practitioners through a Delphi-type study. Theoretical Contribution: The typology identifies the core dimensions of SRPP and proposes a new definition of the SRPP concept. Both can be used as the basis for future empirical and conceptual inquiry. Contribution to UN SDGs: The chapter explains how SRPP exemplifies UN SDG #12, Sustainable Consumption & Production and complements UN SDG #8 Decent Work and UN SDG #9 Industry. Practical impact: The typology educates practitioners about the various ways in which public procurement can be managed to achieve social value outcomes.
