Abstract
Research on digital leadership has primarily focused on business organizations. However, the role of structure and digital platforms in creating digital leadership in international institutions remains underexplored, despite the rapid rise of e-governance in international relations. This chapter adopts a constructivist perspective to review academic discourse analysis, using the Forum on China-Africa Cooperation (FOCAC) as a case study. The pilot literature review examines how academia reconstructs digitalized information from FOCAC Ministerial Conferences I-VIII (2000-2021). It addresses three questions: How has the FOCAC platform evolved in developing digital leadership? What constitutes the structure of FOCAC’s digital leadership? How can we understand power relations in FOCAC’s digital leadership? By exploring these questions, the chapter identifies issues in the current debate and proposes future research directions for discourse analysts, especially those focused on e-governance in international relations.
