Abstract
Purpose: The purpose of the paper is to examine Open Data in public procurement and outline how researchers have used it to contribute to the academic body of knowledge. Method: A desk-based review of the practitioner and academic literature on Open Data in public procurement is conducted. Findings: Open Data, especially in the form of public contract awards, is used to profile procurement spend, examine competition dynamics, gauge the efficiency of procurement, test the predictors and outcomes of supplier success in contract competitions, and develop corruption indexes, among other areas. Originality: While previous papers have focused on the technical side of Open Data, this paper is one of the first to examine how Open Data is being used for public procurement research. Limitations: The paper only outlines the parameters of Open Data-led research in public procurement and is not intended to be systematic.
