Abstract
The European Union (EU), over the past three decades, has distinguished itself as a leader in environmental stewardship. Its internal environmental legislation stands out as among the most advanced and progressive worldwide in a wide spectrum of policy areas, ranging from greenhouse gas emissions trading to recycling, waste management, biosafety, and eco-labelling. 1 Similarly, the EU has gradually developed a mature external environmental policy, actively promoting the concept of sustainable development in its global, regional, transnational, and bilateral interactions with the wider world. 2 The EU is thus perceived to lead by example; an image it has quickly capitalised on to present itself as a role model for other state actors to emulate.
