Abstract

There is a dearth of studies of policy advisory systems in subnational government. Although the literature has been invigorated by research which has expanded from anglophone ‘Westminster’ polities to encompass European countries and the Global South, most studies continue to be focused on the national government level. But there is no necessary reason why this should be so. In fact, the analytical framework which the concept provides can help us understand differences in advisory systems, and the factors which shape them, within as well as between nation-states. This chapter illustrates this by a study of policy advice in relation to the devolved government of Wales, within the UK. This study revealed significant differences in the dynamics of externalisation of advice in Wales, compared to the results reported by studies of externalisation elsewhere; and the authors trace these differences to key features of the historical, institutional, and political context in which the Welsh government operates. Thus, the authors see the value of applying the policy advisory system concept across a range of settings, including subnational polities, and that doing so can challenge, strengthen, and expand existing theories of policy advice and policymaking.
