Abstract
Chapter 10 will explore the empowering role of Children in Care Councils (CiCCs) and their contribution to participatory practices within child and family social care, with a particular focus on the challenges they faced during the pandemic. Drawing on findings from eight local authorities in England, the chapter will provide an overview of the difficulties experienced by CiCCs during the pandemic, focusing on communication, engagement and decision-making processes. It will also analyse the ways in which technology has played a role in maintaining the continuity of their activities. By exploring the adaptations made by these councils during the pandemic, the chapter highlights valuable lessons that can be learned, including the importance of flexibility, resilience and collaboration. Furthermore, it will discuss the long-term impact of COVID-19 on CiCCs and the wider child welfare system, highlighting the need for ongoing support and resources to address the ongoing impacts of the pandemic. Overall, the chapter will provide insights into the challenges and opportunities faced by CiCCS during the pandemic and beyond. It illuminates the impact of these experiences on participatory processes within the child protection system and emphasises the significance of their involvement in decision-making and in shaping the child protection system.
