Abstract
Brexit has had significant implications for European Works Councils in multinational companies operating in the United Kingdom. This international comparative case study examines these implications based on 60 cases, employing qualitative content analysis supplemented by quantifying elements to generate descriptive statistics. Building on institutional theories as well as actor-related and structural factors from previous EWC research, the study focuses on the (re-)negotiation of agreements and the institutional changes resulting from Brexit, with particular focus on Germany. In most cases, EWCs remained stable; however, some experienced restrictions or the exclusion of British representatives. This revealed two distinct negotiation patterns: stability cases, where both sides aimed to maintain the EWC, and conflict-ridden negotiations, marked by opposing interests and power asymmetries. Key factors influencing the outcomes include national institutions, the attitude of company management, the significance of British sites within the company’s overall structure, and the commitment of employee representatives.
