Abstract
Modern Road Networks (RNs) have shown to be susceptible to functionality losses, due to the damage of their critical components (e.g., bridges), under hazard events. Besides, the functionality losses of those RNs would often have a knock-on effect on the resilience of the whole urban community, which they serve. Against this backdrop, the post-hazard emergency response has recently emerged as a promising pathway towards the future, hazard-resilient infrastructure systems, including RNs. However, under real-world hazard events, it would be rather challenging to plan those emergency response campaigns that are often executed by an array of independent repair groups. To address this challenge, a multi-agent-based model (MABM) is established in this study, on the emergency response of hazard-impacted RNs. In this MABM, each repair group is modelled as an autonomous agent, whose decision-making is driven by different heuristic based strategies. To demonstrate its applicability, such a MABM is applied to a real-world RN under catastrophic earthquake scenarios, and the impact of different heuristics on the performance of the emergency response campaign has been exmained and elucidated.
