Abstract

Educational leadership features strongly in western government policy responses to economic globalization: raising educational quality so the workforce can compete in the knowledge economy. England offers an extreme case of political intervention to acculturate educational leaders into transformational leadership, entailing sectoral national leadership development bodies (NLDBs). Extensive qualitative research tracked the evolution of these interventions in two sectors with contrasting funding and NLDB governance: public-funded secondary schools whose NLDB is government-directed, and partially public-funded universities whose NLDB is autonomous but receives public funding. Acculturating leaders as reformers was variably mediated in both sectors through interaction with existing institutional and service cultures valuing professional autonomy. Yet mediation supported the governments global positioning effort through local adaptation of reforms and independent innovation.
