Abstract
A new measure, “overall vehicle effectiveness” (OVE), is proposed to aid improvements in the UK road transport system. OVE is designed to reflect the importance of the road freight transport industry to the UK's sustainable development strategy, and to leverage transport providers' profitability. The paper's main contribution is the definition of OVE and five transport losses based on a performance metric from the lean paradigm. A case study tested OVE with an output of 54%. Subsequent discussion derives an estimate of a 70% OVE target for the company. Further research is recommended to test OVE in the UK with statistically significant studies.
