Abstract

This contribution discusses issues of asymmetrical devolution, proximity of decision-making to the citizen and the implications for the multiple identities present in the United Kingdom, based upon the results of the ESRC Devolution and Constitutional Change programme. The question is raised of whether the differentiation generated through the asymmetry of devolution could lead to a backlash from England where citizens may perceive themselves to be at a disadvantage as a consequence of public policy divergence in the different component territories of the UK, thereby endangering conceptions of 'British' identity.
