Abstract

This paper discusses the problems involved in understanding and forecasting energy demand in less-developed countries (hereafter, LDCs). It does not set out to present detailed forecasts. What it does do is to present some issues and ideas that need to be considered when evaluating the forecasts of others or constructing one’s own. It is worth emphasizing at the outset that forecasting LDC energy demand is very difficult. Therefore, although the paper criticizes some aspects of current forecasting, this does not imply that there are simple solutions to all the problems identified.
