Abstract
This paper is built on a parsimonious formal theory of public management from the large mass of case study and qualitative literature. In the course of this research, the researchers have developed four specific measures that combine the concepts of management and stability that fit the administrative conservator logic -- two measures of stability, a measure of buffering, and a measure of management strategy. A prime function of management is to preserve the human capital of the organization, this responsibility involves creating the inducements and incentives necessary to generate organizational commitment by others. Both managerial stability and workforce stability are associated with higher levels of public organizational performance, even with controls for other factors that influence results, employee stability in eight of ten organizational outcomes and managerial stability in five of ten cases. The overwhelming finding in the public and private sector literature is that prospecting is the most effective managerial strategy, defending works less well and often not at all, and reacting is a bad strategy.
