Abstract
The Welsh Government has recently published a White Paper which sets out the key elements of the forthcoming Sustainable Development Bill. It is a significant stepping stone in incorporating sustainable development into dedicated primary legislation, and, in a wider sense, providing a governance framework for making strategic decisions on the part of the Welsh Government and the Welsh public service organisations. This article observes that the Welsh Government is diverting away from a meaning of sustainable development which emphasises the environmental pillar. The focus of the White Paper is to provide a framework for the exercise of discretion by public service organisations in order to increase the chances of mainstreaming sustainable development.
