Abstract
Within the context of New Labour employment policies for Incapacity Benefit (IB) claimants, this paper discusses the UK-wide literature on barriers to work for disabled people. It is demonstrated that four main barriers to work among IB claimants can be identified in the literature: employment practices, employability, health and policy failure. This paper shows how these themes apply in Wales, using qualitative research data from four of the Pathways to Work areas. Additionally, this paper provides a commentary on ways in which the Welsh Government can provide support in order to reduce the impact of these barriers.
