Abstract
In this chapter, we explore how a more capacious and socio-ecological approach to innovation is taking shape in Wales. We draw on the Welsh Government's recently announced Innovation Strategy, noting both its relatively novel and collaborative policy development process and its emphasis on collaboration amongst actors in the Wales innovation ecosystem. We then move to discuss specific sub-national innovation initiatives with which we are familiar, drawing on primary and secondary data to examine the Cardiff Capital Region Challenge Fund (the Challenge Fund) and Carmarthenshire County Council's Innovation Strategy (CCC), with a particular focus on the Pentre Awel health and social care development. The chapter contributes to recent research examining the roles of key actors in peripheral innovation ecosystems, identifying the potential for a ‘humble governance’ approach to innovation in the periphery that respects the role and inputs of universities, public sector actors and wider civil society in a continuous iterative process of learning and experimentation to address place-based challenges.
