Abstract

This technical report furthers the analytic transparency of the evaluation by providing further detail on how analysis of the quantitative data sources will be conducted. The purpose of this analysis is to test whether the pilot has been effective in improving outcomes for pilot recipients and cost effective from the perspective of government and wider society. The report does not contain any findings of the evaluation but acts as a guide to the study and the methods used.
