Abstract

The extensive implementation of digital technologies has generated significant cybersecurity risks for students in secondary education, highlighting substantial shortcomings in structured cybersecurity instruction, inadequate preparation of educators and limited institutional resources. Through comprehensive research conducted across Welsh secondary schools from 2022 to 2024, a comprehensive methodology for cybersecurity curriculum design and development was established using Design Science Research Methodology (DSRM). The study addresses the five key cybersecurity knowledge areas and integrated pedagogical frameworks, including CyBOK and Digital Competence Framework, into a structured curriculum development approach with supporting technological tools for curriculum customization. This paper describes the DSRM-based study, presents the systematic curriculum development methodology, and evaluates the framework’s effectiveness in addressing identified gaps in cybersecurity education standardization and teacher preparation challenges. The paper also suggests recommendations for future implementation, scalability considerations, and continued development, emphasizing the need for potential worldwide implementation and sustained institutional commitment to comprehensive cybersecurity education initiatives.
